The City is reviewing the project for CEQA determination under its “gatekeeper process.” The City implemented a one-time "Gatekeeper" process to concurrently evaluate multiple pending General Plan and Downtown Precise Plan amendment requests. Based on project narratives and alignment with strategic priorities, the City Council conducted a high-level review to decide which proposals merited proceeding to detailed discretionary planning and environmental analysis.
