MidPen Housing proposes developing a 100% affordable community at 1580 Maple Street in Redwood City. The project seeks streamlined ministerial approval under California Senate Bill 35. Subject to funding availability, the primary goal is for this development to exclusively serve extremely low-income households, particularly those who have formerly experienced homelessness. 

The City of Redwood City plans to convey the site to MidPen as vacant land.   

The approximately 1.5-acre project site is adjacent to U.S. Highway 101, the Redwood City Police Department, and the future site of a 131-unit market-rate townhome development at 1548 Maple Street. 

The proposed project consists of 110 residential units. This includes 108 affordable units, primarily studios, and two exempt manager units (planned as two bedrooms). All residential units will feature a kitchen, bathroom, and living/bedroom space. The affordable units target households earning at or below 50% of the Area Median Income (AMI).   

The development includes a residential building of approximately 53,263 square feet, constructed using modular techniques and standing 3-4 stories tall. Additionally, two single-story amenity buildings will be exclusively for residents, totaling about 3,210 square feet. The building designs aim for compatibility with neighboring structures and the waterfront.   

The project utilizes SB 35 for streamlined ministerial approval, meaning it's judged on objective standards and exempted from the California Environmental Quality Act (CEQA) review process. As a 100% affordable housing project, it is also entitled to benefits under the State Density Bonus Law, which may include concessions or waivers of development standards.
